Union of the blind and partially sighted of Slovenia is organizing the 15th international chess tournament for the blind and partially sighted.
The tournament will take place in Izola, Slovenia (Adriatic coast), from 4th to 11th of June 2023.
The deadline for submitting entry forms is May 19th.

Participants
In addition to the eight best blind and partially sighted chess players from Slovenia, we are also inviting up to 20 blind or partially sighted chess players from abroad on the first come-first served basis.
Dates
The Tournament will take place from Sunday, 4th, 2023 (Arrival Date) until the morning of, Sunday, 11th, 2023 (Date of Departure).

The Tournament will take place in Izola at Slovenian Adriatic coast.

Izola can be reached by car or by bus from Ljubljana to Koper, then via the costal road to Izola or by train to Koper, and further as described above, or via the International Airport Ljubljana (äJože Pucnik Airportô) , or Ronchi Airport (Trieste, Italy).

Accomodation; registration fees; deposits
All participants will be accommodated at the Dom oddiha ZDSSS. There are available double and triple rooms with shower and WC. Meals (breakfast, lunch, and dinner) will be served at the same location.
Price per person with full board is 60 Eur per day. All participants and accompanying persons shall pay the first part of 100 EUR on the account of the Union of the Blind and Partially Sighted of Slovenia, Groharjeva 2, Si – 1000 Ljubljana,

Accommodation includes full board from dinner at 19:00 on Sunday, June 4th (Arrival Day), until the Sunday morning, June 11th, 2023 (Departing Day) including breakfast.
The remaining part of the accommodation shall be paid at the reception desk of Dom oddiha ZDSSS at the arrival.
Registrations shall be made through the relevant national federations.
The organizer will accept registrations and first part of payment 100 EUR no later than May 19th, 2023.

Transportation
Organizer will provide transport on request from/to Ljubljana (railway/bus station or the Airport) to Izola and from Trieste Airport to Izola at a cost of 25 Eur per person each way (both ways 50 EUR).
Technical information and schedule
The Tournament will be held under the FIDE rules as a seven-round, Swiss system event, with one round playable per game day, except on Wednesday, June 7th,2023, when two rounds will be played.

The tournament will conclude on Saturday, June 10th,2023 at 15:00 with the announcement of the results and the awards ceremony.
Time control; default time
The following time control shall be used for all games – 90 minutes for each player plus 30 seconds increment per move starting from the first move.
If a player arrives at the chessboard with a delay of more than thirty (30) minutes from the actual start of the round, his game will be declared lost by a forfeit.
Prizes
Trophies will be awarded to the best first three players. Money prizes will be awarded to the best six players in the following amounts:
1. 400 EUR 2. 250 EUR 3. 150 EUR 4. 100 EUR 5. 60 EUR 6. 40EUR
The final ranking order of the players is determined by the number of points scored. If at the end of the tournament, two or more players are tied, the tie shall be broken as follows:
1 – M. Bucholz 2 – Bucholz 3 – The winner of the match between the players involved 4 – The position will be shared.
Fair play: electronic equipment
Fair Play measures will be in place as per the FIDE Anti-Cheating Guidelines. With the sole exception of the move recording equipment, during a game player are forbidden to have any electronic device not specifically approved by the arbiter in the playing venue.
